[UIMA-4500] A monitored job may fail if the WS monitor has not yet seen the job

Description

This happened when both WS & OR cpu times were > 100% and network was probably slow. Change to not terminate the monitor when the state is NotFound. Race condition will be avoided when monitor is moved to OR !!
