Description

Aside from setting maven compiler plugin's release to 11, there are a smattering of other fixes/updates we need to make.

There are quite a few checkstyle issues for deprecated API calls, mostly around newInstance().

We need to delete our java 8 github workflow.

There are a couple of other things we'll want to update as well on other tickets (jakarta and dependencies that require > 8).

This ticket just gets us started into Java 11 on 3.x
