[SPARK-840] Exporting 'SPARK_LAUNCH_WITH_SCALA=1' by default in 'spark-shell' causes 'run' in distribution to fail.

Description

Even though the distribution has everything it needs invoking `spark-shell` now errors with:

SCALA_HOME is not set and scala is not in PATH

It looks like the offending commit is f4d514810e6fd9f42868ebb9a89390c62c3b42e1.
