[SPARK-24621] WebUI - application 'name' urls point to http instead of https (even when ssl enabled)

ApplicationID correctly points to DNS url
but Name points to IP address

Update: I found setting SPARK_PUBLIC_DNS to DNS hostname will make Name point to DNS. BUT it will use http instead of https!
