[SPARK-19554] YARN backend should use history server URL for tracking when UI is disabled

Description

Currently, if the app has disabled its UI, Spark does not set a tracking URL in YARN. The UI is still available, even if with a lag, in the history server, if it's configured. We should use that as the tracking URL in these cases, instead of letting YARN show its default page for applications without a UI.
