[SOLR-6111] The 'deleteshard' collection API should be able to delete a shard in 'construction' state

Description

The 'deleteshard' doesn't delete shards in 'construction' state. This makes it impossible to clean up a split gone wrong. It should be able to delete any shard which is not in active state.
