make LBHttpSolrServer zombie checks non-distrib and non-scoring

    Description

      The behaviour we saw was that shards were sometimes processing a lot of mysterious 

      rows=0&q=*:*

      requests. These we think came from 

      LBHttpSolrServer

      which was checking up on a zombie server.
