[SOLR-16960] Tests should sometimes run with a Tracer (not no-op)

Description

Propose that randomly we run tests with a Tracer, one that is not a "no-op" and thus it activates code to populate metadata that might not otherwise run.  This proposal is based on discovering a bug – SOLR-16955 that would have been saved by this technique.
