Solr fetches prs state inside watch registration here https://github.com/apache/solr/blob/19f109842fb34069346a9efb21cf01b6706830a8/solr/solrj-zookeeper/src/java/org/apache/solr/common/cloud/ZkStateReader.java#L1857

 

which is un necessary, and it affects the perf
