[SOLR-16445] Replica leader message should be sent when there is more than one (NRT+Tlog) replica)

Description

Currently, solr does leader election when there is more than one replica. But it does consider pull replica as well, which doesn't take part in leader election. Also optimize this behavior for PRS collection.

 

I'm marking this issue as major to see if we can fix in 9.0
