PackageStoreAPI should only be loaded in Cloud mode

    Description

      Currently, we will load the PackageStoreAPI for all CoreContainer instances, instead of only in Cloud mode like it would expect. This class has some hard dependencies on zookeeper anyway.

      This also partly addresses the spurious logging in SOLR-14084.
