[SENTRY-173] Add tag for 1.2.0 and 1.3.0 releases on git/github

Description

github.com/apache/incubator-sentry doesn't contain tags for the 1.2.0 and 1.3.0 releases. It only contains the rc tags which may work but if the release has been released, I'd think we should upload the release tags like we did for 1.1.0 and 1.0.0, for example.
