[REEF-888] Handle the case if remore directory doesn't exist in copy from local

Description

Currently in Yarn file system testing, we provide a remote file name like "/tmp/TestHadoopFileSystem-xxx". However in some yarn environment, the tmp folder may not exist, resulting in test case fail.

We should check the directory, if it doesn't exit, create one before doing file copy from local to remote.
