[REEF-1784] Increase logging priority when launching Java commands on YARN

Description

We need to see the commands REEF submits to YARN when running the Driver and the Evaluators. Logging for these activities exists, but log level is set to FINEST which is too low for such important yet relatively rare and heavyweight request. We need to set logging level for these lines to INFO instead.
