Fix testFailureRestart to validate that the restarted Evaluators are received

    Description

      The Java test testFailureRestart does not check whether the restarted Evaluators are received before ending the test, we should perform checks. We should also add a test case where only one Evaluator is restarted, to ensure that the Driver Idleness mechanism does not kick in while we are handling Events.
