Rethink task states in the driver and evaluators

    Description

      As we discussed in REEF-1040, RunningTask events in the driver had been able to be called even the corresponding task-state was not yet transitioned from INIT to RUNNING. Although REEF-1040 resolved the problem, it seems that we need to rethink the exact meaning of task states and make concrete assumptions and results for transitions of the states.
