[OOZIE-3364] Rerunning Oozie bundle jobs starts the coordinators in indeterminate order

Description

User restarted a bundle with the following command

oozie job -rerun 1234-1234-oozie-B -date 2018-03-29T23:55Z::2018-04-03T00:00Z -refresh

The coordinators run in indeterminate order. User thought if he don't specify the order of the coordinators to run it is FIFO by default. (https://oozie.apache.org/docs/3.1.3-incubating/CoordinatorFunctionalSpec.html#a5.1._Synchronous_Datasets)
