[OFBIZ-12630] Configure usability of after-login Events in BasicLogin

Description

At the moment after-login Events are only run in the 'doMainLogin' method. During the login at a new webapp with an externalLoginKey only 'doBasicLogin' is performed. Therefore while logging into an new webapp with an externalLoginKey now after-login events are run.

I think there should be an option to run after-login Events during the BasicLogin instead of only during MainLogin. The MainLogin runs 'doBasicLogin' so after-login Events will then be run there.
