[NETBEANS-5918] Gradle project cistomizer does not show newly created custom action

Description

To reproduce:

• create a new Gradle project.
• gradle.properties must not be present
• open project customizer
• override a standard action, or add a custom one

build.properties is created. But when the project customizer opens again, the customized action is not there. This lasts until IDE restart.
