Description

Unfortunately, it looks like the Windows Server 2016 Datacenter SKU (using in some CI systems) isn't getting (or at least hasn't gotten) the necessary update for non-admin symlinks.

This means we should probably add in a version for that flag at runtime so that CI systems don't have to be rebuilt.
