Support specifying devices for a container.

    Description

      Some container requires some devices to be available in the container (e.g., /dev/fuse). Currently, the default devices are hard coded if the rootfs image is specified for the container.

      We should allow frameworks to specify additional devices that will be made available to the container. Besides bind mount the device file, the devices cgroup needs to be configured properly to allow access to that device.
