Major Description
A change was introduced in https://issues.apache.org/jira/browse/MESOS-466 which caused a failed over master to send FrameworkReregistered message to a failed over scheduler.
We need to communicate this change more widely to framework developers and give them a migration path before we introduce this.
Also the change in MESOS-466 only causes a failed over scheduler to get FrameworkReregistered when it connects with a failed over master. If it connects with an existing master that knows about this framework, it will get FrameworkRegistered message back.
Until we decide how best to introduce the change in semantics related to MESOS-466, we should revert that commit.
