Add a test that runs the 'mesos-local' binary

    Description

      The balloon framework test runs the Mesos master and agent binaries, but we don't seem to have any tests which run the mesos-local binary at the moment. Such a test should be added, or one of the existing example framework tests could be modified to accomplish this.
