[MAHOUT-1881] flink-config.yaml is not copied to $MAHOUT_HOME/conf in Binary Distro

Description

The $MAHOUT_HOME/flink-config.yaml file which is used to configure the Flink degree of parallesm, number of tasks, and temp caching directory is not included in the $MAHOUT_HOME/conf in the binary distribution. It seems like the whole directory is written over with mr .props files during the release process.

The file exists in the source repository.
