[LUCENE-3045] QueryNodeImpl.containsTag(String) should lowercase the tag key

Description

QueryNodeImpl.containsTag(String key): tag keys are supposed to be case insensitive, however QueryNodeImpl.containsTag method is considering the case when looking up for tag.
