[LOGCXX-244] streamtestcase and datetimedateformattestcase fail with MinGW 3.4.5

Description

dateformatdateformattest fails one test and streamtestcase throws an illegal access exception when the unit tests are run either using the autotools or ant builds using MinGW 3.4.5. Failures with these tests have not been observed on any other platform. This bug report is used to track the status of this issue and a link is provided in the build notes for log4cxx 0.10.0 RC1.
