[LOG4J2-3488] RollingFileAppender does not start when associated with FailoverAppender

Description

Scenario: FailoverAppender with RollingFileAppender as primary and the file path or mounted file system is not available

The failover appender does not start. Ideally, the failover appender should start in this case with the secondary appender.

I tried extending the implementation and ignoring the errors when file is not present. It worked as expected. 

Please provide an appropriate option/fix to let the FailoverAppender start in this case.
