Description

Rough action items:

• upgrade LLVM from 9 -> 11
• change gutil/atomicops-internal-macosx to support aarch64
• Examine sysroot on codegen whether it needs change
• upgrading glog to 0.6.0, because 0.3.5 is broken on Monterey
