[KAFKA-8290] Streams Not Closing Fenced Producer On Task Close

Description

When a producer is fenced during processing a rebalance is triggered and Kafka Streams closes the (zombie) task, but not the producer.  When EOS is enabled and we close a task the producer should always be closed regardless if it was fenced or not.
