[IVY-281] suport empty dependencies tag in an ivy file

Description

Currently, it is not allowed to have an empty dependencies tag. It would be more flexible to accept it for the users that like to see explicitely that there is no dependencies for the moule. (See an empty depencies is more explict that not see any dependencies).

I agree, it is cosmetic, but it would be nice.
