[IVY-167] Retrieve task should also optionally do ivy file donwloads

Description

It would be very handy if the retrieve task could also pull down ivy files. If it could do this, then you could also use it to pull down all dependencies potentially used by a project, and ivy files, to build a repo needed to build a project from scratch.

Obviously it needs a patern to do this too, same as for the dependencies...
