In https://gerrit.cloudera.org/c/8262/, we discussed some additional improvements that can be made to the {{bin/bootstrap_

{development,system}

.sh}} scripts. Specifically, it would be useful to de-dupe their documentation and clarify it, and maybe have ways to execute parts of this scripts via command line options.
