[HBASE-25290] Remove table on master related code in balancer implementation

Release Note

Removed the deprecated configs 'hbase.balancer.tablesOnMaster' and 'hbase.balancer.tablesOnMaster.systemTablesOnly', which means in 3.0.0 release, master can not carry regions any more.
According to the compatibility guide, we should keep this till 4.0.0, but since it never works well, we decided to remove in 3.0.0 release.
Notice that, when maintenance mode is on, HMaster could still carry system regions. This is the only exception.
