Description

hbase-vote.sh goes to https://www.apache.org/dist/hbase/KEYS to find the KEYS file. That URL now gives a redirect to https://downloads.apache.org/hbase/KEYS. The script doesn't follow the redirect.

Let's update the script to point to the new URL.
