Currently sources of the tools which go to jdk bundle reside in classlib source tree.
The tools' sources should be moved from classlib to the "jdktools" top-level directory. New dir structure should allow natural adding other jdk tools (or tool groups) sources trees.
Separate build system for jdktools should be provided in format acceptable for using in federated build of Harmony.
