[GEODE-10310] Deactivate possibility to retry operation on partitioned region, when member containing primary bucket is restarted

Description

In case client is putting data in partitioned region, and server is restarted, add option not to retry operation for case when member with primary bucket is restarted. In that case, operation will be aborted and notified to client, instead of waiting for primary bucket to be reallocated.
