Description

In common-elems-v10.mod the <action> element defines a required IDREF attribute "context":
<!ATTLIST action ... context IDREF #REQUIRED ...>
This attribute is used in status documents to reference <context> elements defined in status-v13.mod,
but this element definition is not available in changes-v20.dtd and todo-v20.dtd.

Either the definitions of the <contexts> and <context> elements should be moved to common-elems-v10.mod
or attribute "context" of element <action> should be #IMPLIED.
