Description

The SGML catalog file (src/core/context/resources/schema/catalog) does not include the PUBLIC ID's for the new skinconf DTDs. While this should be of no interest to Forrest itself (since the XML catalog file, catalog.xcat, does include them), it may bug users of editors which rely on SGML catalog files, like Emacs+psgml.
