[DRILL-1720] Enable incremental maven builds

Description

The current maven build setup for Drill is not incremental due to a couple of bugs[1],[2] in maven-compiler-plugin v3.0.

To fix this, we need to

1. Upgrade to maven-compiler-version 3.2, and
2. Use the paradoxically named setting useIncrementalCompilation to 'false'
