[DERBY-301] test harness does not work correctly when colons or spaces are in the directory name

Description

The test harness cannot handle directory names with spaces, or colons in them. In the case of colons, it appears the harness tries to resolve the strings as being a jdbc url.

This behavior should at the least be documented in the testing README.htm
