Description

cordova build/run command provides no output and exits with code 0, but packages/ binaries aren't built.

Repro steps:
1. Create new cordova project on machine without msbuild v12 installed
2. Cordova build
3. Cordova run

Expected:
built and running app

Actual:
both commands provides no output, nothing occurs.
