Description

maOS 10.12 deprecated the OSAtomicIncrement32 and OSAtomicDecrement32 functions used in avro/lang/c/src/avro/refcount.h which results in the following warnings:

warning: 'OSAtomicIncrement32' is deprecated: first deprecated in macOS 10.12

warning: 'OSAtomicDecrement32' is deprecated: first deprecated in macOS 10.12

To remove these warnings while maintaining the exising avro_refcount_* signatures, we can rely on the subsequent GCC/Clang intrinsics branch
