[AMBARI-3007] Adding a client only host results in deployment of gmond but it does not start

Description

Added a host but decided to deploy only client components. Ganglia monitor daemon gets deployed but it does not start.

In a regular deployment, what Ambari starts are various master/slave component related gmond process and as none are deployed there is nothing to start.

No host metrics are also available.
Same problem occurs when hosts has only master like ZooKeeper or Nagios.
