[UI] After Stopping Region Server it is going into Decommission state

    Description

      1. Install Ambari cluster
      2. From Add services -> Add Hbase
      3. once hbase service is succesfully added go to one of the regionserver host
      4. stop the region server
      5. After some time on UI
