[AMBARI-24224] Error in persisting web client state at ambari-server in editing a widget of HDFS

Description

STR

1. Login as admin to Ambari
2. Install a cluster with HDFS, ZK and AMS
3. Go to Services / HDFS / Metrics and edit one of the widgets (for instance change the name of the widget)
4. Create a new user with 'Cluster Operator' role
5. Logout and login with the newly created user
6. Try to edit the previously edit widget

The action will fail due to an authorization issue (403 is thrown).
