Specify role command order to make Microsoft-R service check run after YARN is started

    Description

      Currently when installing new cluster, Microsoft-R service check can be run before HDFS and YARN are started, causing it to fail. Role command order needs to be specified at the service level to make sure HDFS and YARN start before Microsoft-R service check.
