[AMBARI-11741] HDFS Dashboard is incorrectly showing 'Upgrade not finalized' when NameNode JMX data not available

Description

When Ambari is not able to get JMX metrics from the NameNode (this is a separate issue).
It's showing n/a for most, except "Upgrade status".
It is incorrectly showing "Upgrade not finalized".

If data is not available, it should say "n/a".
