[AMBARI-1142] On Notification Popup, clicking "go to nagios UI" doesn't load nagios UI

Description

1) Cause notification to occur (for example, stop oozie)
2) On dashboard, click notification icon
3) On the notification popup, click "go to nagios web UI"
4) nothing happens.
This issue is on IE9, Safari and Chrome. Works fine on Firefox.
