Make apache-rat plugin check licenses only on Jenkins for 1.5

    Description

      This is just for 1.5, because in 1.5, users can still run out of their workspace, resulting in a dirty build tree, and checking pedantically is a nuisance.

      It has been argued that we should make the license checks not occur for every build, by default.
