MIME_BASE64_TEXT will fire on an out-of-box Outlook install on Traditional Chinese WinXP

If a user installs Microsoft Outlook 2000 on a traditional Chinese Windows XP installation, the mailer is configured to send mail out with a charset of "big5" and a Content-Transfer-Encoding of base64. This combination hits the rule MIME_BASE64_TEXT I shall attach a patch which exempts big5 charset when trying to determine if the MIME_BASE64_TEXT should fire
